Generate next negative

Allocates a negative-int sentinel for an int primary-key column. Use as the first RowAction ingredient (before Add row) when inserting into a linked Google Sheets table; the next sync swaps the sentinel for the RowNumber Sheets returns. Do not use on local tables – Sequential ID is the right choice there.
